Questions about AI Unintelligence mod

Does the AI Unintelligence mod by Delnar_Ersike (https://forums.sinsofasolarempire.com/451274/ , now a locked post) work with current versions of Sins: Rebellion?

Or were the tweaks in the mod included with the big 1.9 update?

p.s. I haven't yet experimented with any mods yet.
